I appreciate this is frustrating if you're in the opposite camp (you liked that behaviour) but there was no workaround for the prior group. This is an intentional change ( #14408) because for years people have been complaining about things that need to depends_on "python" or depends_on :python being installed without their explicit request which overrides their which python.
